Human Capital and Economic Opportunity: A Global Working Group

Elizabeth Groginsky

United Way Worldwide
Director of Early Childhood Education

As Director of Early Childhood Education at United Way Worldwide, I provide direction and support to local United Ways in the development of their local early childhood strategies and activities focused on impact and system improvement. Implementation of the Early Development Instrument (EDI), a population-based measure of school readiness, is a foundational element of this work. Developed and used in Canada, Australia and part of the U.S., EDI allows communities to measure over time their collective impact on whole populations of children. Prior to joining United Way I served as Colorado's Director of Head Start State Collaboration in Lt. Governor Barbara O'Brien's office. In this capacity I lead the effort to include early childhood education in the State's Race to the Top Application and co-chaired a cross sector P-3 Professional Development Task Force who developed a three-year plan to create a comprehensive professional development system for professionals working with children birth to grade 3 in Colorado. My 15 years of experience in early childhood includes evaluation, administration and policy level work.
